Breaking News! NBA Proposes Three Major Anti-Tanking Reform Plans, Considering All Feasible Measures to Reduce Tanking Behavior

On March 27 Beijing time, according to renowned reporter Shams, ESPN sources revealed that the NBA submitted three comprehensive anti-tanking reform proposals to the league's board of governors yesterday. Each proposal is expected to be adjusted before the official vote in May.

18 Teams Participate in the Lottery Draft (Teams Ranked 7th to 15th in Each Conference)

Implement More Balanced Probabilities: The 10 teams with the worst records each receive an 8% chance for the top pick. The remaining 20% probability is distributed in decreasing proportions to teams ranked 11th to 18th. All 18 teams participate in the lottery together.

22 Teams Participate in the Lottery, Considering Performance Over the Past Two Years

The eligible range includes teams ranked 7th to 15th in each conference, plus four teams from each conference eliminated in the first round of the playoffs.

Teams participating in the lottery must achieve a minimum win threshold each season (e.g., 25 wins). If a team fails to meet this threshold, its draft position will be calculated based on the positions of teams that met the requirement.

Only the top 4 picks are determined by lottery, similar to the current rule.

18 Teams Participate in a "5×5" Lottery Model

The five teams with the worst records have equal probability for the top pick. Only the top 5 picks are determined by lottery.

Set a guaranteed top-10 pick for the bottom five teams. Teams that fail to secure a top-5 pick in the lottery will have their final positions determined in a separate, subsequent lottery round.

According to previous reports, the NBA has grown increasingly concerned about tanking and discussed it extensively at the latest meeting of the league's Competition Committee in January. Three days later, the league fined the Jazz and the Pacers $500,000 and $100,000 respectively for "prioritizing draft position over winning." Two days after that, Commissioner Adam Silver stated at the All-Star annual press conference that the NBA is considering "all feasible remedial measures" to reduce tanking behavior.
