Mr. Đỗ Vinh Quang, Chairman of Hanoi FC, elected to the City People's Council.

The Hanoi Election Commission has officially announced the list of 125 delegates elected to the City People's Council for the XVII term, 2026-2031. Among them, Mr. Đỗ Vinh Quang - Chairman of Hanoi Football Club FC, becomes the youngest delegate, born on February 4, 1995, and currently residing in Cửa Nam ward.

This event marks a notable transition for a young entrepreneur familiar in the sports and business sectors, now formally entering the local state authority, bringing expectations for a new generation of dynamic, practical leadership.

Mr. Đỗ Vinh Quang currently holds several key positions in the corporate ecosystem: Vice Chairman of the Board of Directors and Deputy General Director of T&T Group, Chairman of Hanoi FC, and also Vice Chairman of the Hanoi Association of Small and Medium Enterprises.

Regarding education, he graduated from City University and completed a Master's program in Financial Management at Middlesex University. Joining T&T Group in 2018, he progressively took roles from specialist, Deputy Director of the Investment Management Department before joining the senior leadership team in 2022.

Additionally, he directly manages and participates in the governance of several large enterprises such as Chairman of the Board of Vietravel Airlines (since 2025), Vice Chairman of the Board of Vietnam Forestry Corporation, along with leadership roles at T&T Retail, T&T Homes, and the hotel management sector. Furthermore, he is a member of the Council of the University of Economics - Vietnam National University, Hanoi.

Before the election, at the voter contact conference for Electoral Unit No. 30 (including Quang Minh, Mê Linh, Tiến Thắng, Yên Lãng communes), Mr. Đỗ Vinh Quang presented specific directions to promote the socio-economic development of the Capital.

In the field of industry and digital transformation, he proposed developing industrial clusters towards green growth, with strict environmental controls, linked to vocational training and local job creation. Simultaneously, he emphasized building mechanisms to support small and medium enterprises to engage more deeply in supply chains, promoting digital transformation and applying science and technology for youth and local residents.

In agriculture, the young entrepreneur aims to shift the model from "land-based" to "value-added-based", thereby enhancing sustainable income. Solutions include supporting cooperatives and production households in applying standardization, traceability, building brands, and expanding distribution channels, while facilitating transparent access to capital.

A highlight in Mr. Đỗ Vinh Quang's action plan is investing in people, especially the younger generation. Leveraging his experience managing Hanoi FC, he stated he will implement systematic school football programs and mobilize social resources to upgrade sports facilities.

Furthermore, he committed to expanding social welfare activities, connecting resources to support targeted groups, from policy beneficiary families to students in difficult circumstances.

Responding to voters in Quang Minh commune about barriers for the private economic sector, he emphasized the necessity of synchronized solutions from central to local levels. Accordingly, perfecting transparent institutions, ensuring enterprises have equal access to resources such as land, credit, and infrastructure is a key factor.

He also proposed improving the investment environment with stable, predictable policies; establishing mechanisms for medium and long-term capital support for key sectors like aviation, logistics, energy, and infrastructure; and accelerating digital transformation, simplifying administrative procedures to reduce costs and time for businesses.
