This decision comes amid growing concerns about overload and the increasing intensity of the tournament.

Specifically, the proposal to raise the registration limit from 25 to 28 players was "blocked" at UEFA's Club Competitions Committee and will not be discussed at the upcoming Executive Committee meeting in Istanbul. Spanish clubs such as Atletico Madrid, Sevilla, and Real Sociedad played a leading role in opposing it, fearing that expanding squad sizes would allow English clubs (with superior financial resources) to stockpile more stars, thereby creating competitive imbalance in European competitions.

From the Premier League's perspective, clubs argue that the 25-player rule is outdated after nearly two decades without change. The Champions League expansion to 36 teams increases the number of matches, leading to greater physical strain. Supporters of raising the limit to 28 players believe it is a necessary solution to reduce workload, prevent injuries, and ensure rotation capability in a packed schedule.
