Chelsea escapes severe penalty but still faces a ban

Chelsea dodges a six-point deduction but still receives a £10 million fine and a suspended transfer ban due to 74 breaches from the time of Roman Abramovich.

Chelsea has managed to avoid the risk of a points deduction after a successful appeal, but still must pay a £10 million fine and accept a ban on registering players for two consecutive transfer windows. The transfer penalty is suspended until June 30, 2027.

The Football Association confirmed that Chelsea admitted to a total of 74 violations of rules regarding agents, dealings with intermediaries, and third-party investments in players. Most of the breaches were identified as occurring during Roman Abramovich's ownership of the west London club.

Initially, an independent regulatory commission imposed a six-point deduction, suspended until the end of June 2027. Chelsea then appealed, and the appeal panel accepted the request to cancel this penalty. Instead, the Stamford Bridge side must accept a suspended transfer ban for two full and consecutive player registration periods.

This means Chelsea can still conduct business as usual while the penalty is not activated. However, if they commit similar violations before the aforementioned deadline, the club risks being banned from registering new signings for two transfer windows.

The £10 million fine imposed by the regulatory commission was not part of the appeal. According to the FA, the entire amount will be reinvested into community football programs in England.

The historical issues were discovered when the consortium led by Todd Boehly and Clearlake Capital conducted due diligence before acquiring Chelsea in May 2022. The new management subsequently proactively reported irregularities to the FA, Premier League, and UEFA, and provided thousands of documents to assist the investigation.

Chelsea released a statement: "Chelsea Football Club is pleased to confirm that the FA's judicial bodies have reached a final decision regarding past management issues that the club proactively reported."

The London club added: "After reporting, the club has worked openly and transparently with all regulatory bodies, including voluntarily and proactively providing thousands of documents."

Some transfers are believed to involve payments that were not fully disclosed, including those for Eden Hazard, Samuel Eto'o, and Willian. However, there is no indication that these players engaged in any wrongdoing.

Chelsea was previously fined around £8.6 million by UEFA in 2023 for incomplete financial reporting. In March 2026, the Premier League further fined the club £10.75 million, along with a suspended one-year ban on first-team transfers for two years.

Avoiding a points deduction helps Chelsea steer clear of a direct competitive blow, but the legal legacy of the Abramovich era still leaves significant pressure. While the suspended penalty remains in effect, all transfer and intermediary activities at Stamford Bridge will be subject to particularly strict scrutiny.
