Teams will compete in a round-robin format for points. The top two teams from each group will advance to the semifinals, followed by knockout matches to determine the champion. Teams finishing last in their groups will compete for 5th-6th place rankings.

The reigning champions of the men's and women's categories of the Hoa Lu - Binh Dien Cup are Border Guard and LPB Ninh Binh, respectively.
