Teams will compete in a round-robin format for points; the top two teams from each group will qualify for the semifinals, followed by knockout matches to determine the champion. The bottom-ranked teams in each group will compete for 5th-6th place.

The reigning champions of the men's and women's categories of the Hoa Lu - Binh Dien Cup are Border Guard and LPB Ninh Bình, respectively.
